Default Vista Boot Really Slow (Not For Me...)

Someone I know has this laptop: http://www.gateway.com/retail/mt3423.php, and his boot-time from when the bootscreen shows up to when it first brings up the bootscreen.
Is 39 seconds normal for that? My desktop has half the RAM, and a single-core CPU and I could go all the way from the bootscreen to my desktop in less than that.
He's already unchecked un-needed startup apps and services, we've done defragging and registry cleans, the whole nine yards, so what could be causing this and what can we do to make it somewhat fater.
