An ATI All in Wonder is allways a good option.

I hope you see where i'm comeing from, but to answer your first ? get a video card with 128 ddr and s-vhs out to your i presume s-vhs in.
This will still not come close to a PC monitors potential.
You have 2 choices as i see it and i decided on.
1.S-VHS out to 32 inch monitor receiver.
2.A tv box with TV in to my 17 inch PC monitor (my choice)
re : All in Wonder idea.doesn't apply to this ?
But i doubt if HDTV will add anything.Except better digital cable tv (if you pay for it) on top of what you had.

my grandma had this problem with a hdtv the problem was that it was black and white and with lines back and forth and when they called them they said basicly that SONY rigged it so that it would only stream video if they had there product. So they gave it back to best buy and got a another hdtv and it worked on an intgraded video card; so it may be your tv to think about that.
