Video Card problem

ok the thing about source is the fps jumps up and down it doesnt go lower then 20 but no higher then 90 its usaly at 40 or 50 but it jumps around also heres the specs im uploading the screenshot

ok now i think i know what the problem is but for some reason the computer thinks that im running it on PCI bus but its AGP 8x card and when i read on the settings it shard Bus: PCI x0 and i read the system info and it said the following

Ah... :S I don't know much about these codes, but you could go into bios and check that AGP acceleration is enabled. It should be somewhere in the menus, or it looks a bit like that (I wouldn't know unless I ran a restart). I'm sure you can find it though :)
That might be something to do with it, though wouldn't you expect it to not see the vid card at all if it saw it as PCI? :s....

EDIT: There might also be a section to select the bus speed. If yuor motherboard is a 8x accerlaterion AGP, and your card is but its selected 2X or 4X, you'll get less performance.

I'm learning too, see? hehe. We'll get it sorted

HAve u connected the power cable to the card, coz it will only run at slower speeds until u give it sum juice!!
