Video Card didn't work

I deleted the video drivers and re - booted the computer up and it ran ok so now I phyicaly took out the video card and put in a new one that I know works and now it is booting and is 10 times slower. After over an hour I could not load the drivers so I put the non working video card back in and now it's only twice as slow. I have a AMD 3800 and put in a ATI Radeon HD 3650 which didn't work. So before I go down and buy a ATI Radeon HD 5450 I'm just wondering if there is something I need to do.

Make sure you didn't hit anything while you were working on your computer. I would try loading into safe mode to see if the problem still persists. It's a driver issue if it doesn't.
