None of those two will be much good at running the latest games. What resolution will you be playing at? At what games do you want to play?

im looking to play cs and stuff like that...nothing to high end..also would this be good for like being able to use my tv screen as a monitor? like the 2 i listed?

It will run CS great. But the card I recommended is much more powerful than an 8600, and only $10 more, that's the best buy IMO.

It has S-Video out, and will come with S-video to composite cables so you could connect it to your TV, yes.
