Ok i think im finnaly understanding this. tuner cards can get tv, capture cards get video.

Ok, whats better, agp or pci? and if i get it and atah my cable line to it, will it act like a cable box and decode channels besides the basic 4,5,7,25.... If u dont live in America than these are the american channals that are broadcasts and can be picked up via antenna

You are better off with an AGP because that port was made specifically for video cards. AGP will get up to 2/3 the bus speed while PCI only 1/3.
And for the tuner, all has been thought; you plug in your cable and during the set up you will be asked where you live, and then the software will scan for the channels. No big deals.
