Default Troubleshooting problem

Hey everyone whats up. My friends comp crashed, and I wanted to see if my expertise was correct.

I took the ram out, and no beeping. I didn't try taking the pci modem card out (works sometimes). I don't have another cpu to work with and test out.

It is a AMD Sempron 1.8 Socket 754.

It gave a blue screen that said hard ware error and turned off.

my real question is, [B]If the processor is bad or burned out, would it cause the motherboard to not post?

Please let me know any info that you guys have.
