i use utorrent also and my isp is comcast and the whole time im torrenting my speeds are like between 250 to sometimes even 500+ kb/s is this good?

Heck ya it is! I usually average around 30, but thats usually more cause people cap their upload speeds so much. Which is probably the problem you're experiencing. I usually leave my torrent program running, and the upload uncapped, but when I see that i am uploading at +30 kb/s for a period of time I usually cap it around 5 so i don't anger my almighty ISP.

Probably the same thing is happening to you. Check what the dl speeds are from all your seeds. They're probably pretty low.

the time of day doesn't matter. it starts about 10 minutes after the program has been running and starts going down from there.
