So just yesterday I set up my comp.

C2D 2.13GHZ
8800GTS

And Im getting Temperatures in the upper 30's idle to high 40's gaming...

I thought it was supposed to be like 10C cooler than that for C2Ds...

I think the problem is im still using the crappy stock heatsink (couldnt screw the good one i bought in)
and that im using an incorrect amount of thermal paste

can too much or too little thermal paste cause heat problems?
how much would be the perfect amount of AS5 on a C2D?

Yes, too much or too little is bad. Just put a small dab (someone on here mention a long time ago to put thermal grease the size of a rice grain) on the middle of the heatsink and you're fine Too much creates a layer that can trap heat. Too little doesn't do an efficient job of transferring heat to the heatsink.
