Terrible FPS on Latitude D630

Now, I know your going to tell me that a Latitude D630 is a buiesness machine, but there is no way in the world that i can be getting 10 fps on normal maps on all settings low. I thought it might be the power management scheme but it's plugged into the wall and set to home/office desk.

I cant use everest to identify the card's PCI/AGP video or GPU. The adapter family is Mobile Intel(R) 965 Express Chipset

and the adapter string is GMA X3100

How can i be getting such a low fps. My ati raedon 9550 from 2004 can handle is better than this and so can a 64mb geforce mx 440!

For starters what game are you trying to play with that machine?

oops missed it out. counter strike source. apparently here http://www.intel.com/support/graphics/intelgm965/sb/cs-026146.htm it can handle half life 2 fine (counter strike source is a mod for it). the card has 384 mb of memory as well.
