Temps Flunctuate...Based on Usage?

I just installed Arctic Silver 5, but I noticed this ever since I got back from winter break. For some reason, my CPU temps are about 39-40C when I use the PC (browsing, etc). However, when I idle completely, and I turn my monitor off, the temperature of my CPU shoots up to 48C, which is dangerously high for idle IMO.
 
Thats not dangeriously high. Even though its an Amd, that is kinda i high, i guess. I mean my P.4, prescott core, idles at about 68C. Which is normal for it.
 
I think the Athlon 64's can go to around 65 degrees Celsius. I don't know about the FX series though; I assume they're the same or close though.
 
you should try to keep A64's under 50*C under load. That is the best. P4's throttle to keep the temps low. But you dont want to have thermal throttling.
 
Yeah, but its weird, because its 48C when I turn my monitor on, but after like a minute it goes to 38C.
