Default Sysconfig missing?

Well, I was doin some stuff with my computer and I noticed when I restarted that AIM and a different program i had on my computer would start on startup. They didnt do it before cause I had told them not to. Well, I tried to stop them by going to Sysconfig in the Run command in the Start menu, and it gave me an error saying it couldnt find it or it didnt exist? Anyone got any ideas?
