Default stupid question, anyone have a good answer...?

on video cards, why are the gpus on the side of the video card that faces down in most cases...? doesn't heat want to rise...? why not optimize the heatsink's (and fan if you have one) ability to cool by using the heats own properties in the process...? by having them in the opposite side of the video card, the side that actually faces up, wouldn't the heatsink work better at drawing the heat from the gpu and then dissipating it with the fan...?

kinda like how you can push a car much easier if pushing it down a slight decline (basically getting it's momentum started and letting it do most/all of the work itself afterwards...?) rather than pushing it up an incline...
