I stated to remove all thermal that is present before reapplying

Did you completely remove it all?? clean the surface with isopropyl alcohol and reapply the new TIM?

Have you checked the push pins that attach the cooler to the board to ensure they are correctly seated and I mean physically open the case and push on them to see that they are fully home, they're notorious for not engaging properly and/or releasing.

1 will get you 10 your problem lies with the seating of the cooler/TIM, I've seen it so many times it's not funny.

Unless of course it's the IFX-14. I'm sure you know about that, don't you?

I'd wager that even the IFX-14 would fit, my problem was the side fan, once that was removed both the TU120e and the IFX (apart from the backplate cooler) both fit.
