Default Steganography

Does anybody know of some good steganography software (preferably freeware) That will allow me to hide files inside a JPEG? I've found a few, but I need one with a particular ability... I need the "hidden" files to be recoverable by anyone, on any PC, simply by changing the file extension. I've seen this done, so I know there's something out there that can do it. The picture was a normal looking JPEG, the only thing that could possibly tip off the casual observer is the unusually large file size. But when the file extension was changed to .rar, it became a WinRar archive with 10 more pictures in it.

Any help on this would be very awesome.

Yeah, I tried that, but like all the others I tried, the files can only be decrypted with the software. No bueno.
