Start up folder

Ok, I know how to keep things from starting up when I turn on my computer using MSCONFIG. But it doesn't have an option to add things. So, if I want a program that doesn't have the option "Start with boot" in the settings, how can I do that? (Sorry if this is worded funny.)

You go to the settings and set them to open up with windows.
