Speedfan - possible to save configuration?

Is there a way to set up Speedfan so whenever you boot, the percentage settings for the fans is loaded? Like, by default, it's at 100%. Say I want to change it to 70%. When I restart my computer, it's loaded at 100% again. Is there a way to keep it constant at 70%? And if not, is there any other free or really cheap software that can?

The reason I'm doing this is I want to get a new fan for my computer to take up the last slot I have, an 80mm. I want to get the Vantec Tornado off of Newegg, but nearly every review said it's really loud. Noise generally isn't an issue to me, but a few people said that same thing and it still bothered them. So I'm thinking, if it is too loud, I want a free/cheap alternative to control it.

If it comes down to it, I can buy a fan controller, but if I can do it for free, why not?

I'll check my BIOS, but I don't recall anything along the lines of fan control. The closest thing I remember is whether to monitor it or ignore it. But I'll give it a look.

EDIT: Yeah, didn't see anything. Thanks for the suggestion though.
