Default Sound is lagging/stuttering/chopping!

I recently got a new sound card. I installed it, and the installation went fine, but ever since then, music has been stuttering lagging and chopping out a LOT lately. This happens especially when I'm loading pages from the Internet. REALLY choppy when I'm uploading files. I checked for spyware, it seemed to do the trick for about 3 minutes, then became even more choppy and laggy. What could be the problem? I already tried reinstalling the soundcard.

EDIT: Could this be a problem with my processor? When I load new pages, CPU usage rises to 22%, and when I scroll up and down pages, usage rises up to 60% and even 100% at times. It's an AMD Athlon 64 3200+. This does not happen frequently ingame, though.

Also, when I try software autoupdate, an error comes back saying 'some componenets are corrupt'. Is that an error for my soundcard or the site?
