Default sound card is bad?

i have had two different mics and both wont work with my computer. i have had my sister look at it who builds computers all the time. and she cant figure it out, when i plug it in, and then go to test hardware and i talk and it works fine for half a second, and then it starts to repeat what i said and then gets very fuzzy and idk whats going both mics worked with my last pc just fine. but i have tried turning off echo. and still nothing please help me

Have you tried using it with more than just the test feature? Fire up a copy of TeamSpeak or Ventrilo and use their built in testing modes to see if the mic works well in the program. Could just be the OS giving you issues.
