Some computer part is loose, don't know what it is and where it goes.

Okay, so I opened my old computer and cleaned it because it had dust and I found a part that was loose, pictures are included. Can anyone give me the name and where it goes? it has 2 hooks but only one place to put the hooks. Help! Thanks

PS: it also has some kind of thermal paste or something.

You wont want to use it on the processor as it's a permanent solution. But for use in the northbridge chipset in your pic, it will work fine. It is intended to hold the heatsink on while helping to conduct heat away from the chip.
 
The northbridge chip gets quiet warm during normal use and is usually the only onboard chip that requires cooling.

Yup, the Arctic Silver adhesive is the stuff to get.
