Software/Internet not loading

I got an HP computer (AMD Athlon Processor) and XP.

The problem is when I turn on the computer waiting for the computer to load the desktop, it freezes or no response everytime when I double click "Internet Explorer" or software.

I scan the entire computer with Norton and nothing is wrong.

Can someone please help or suggest something?

It has been happening for a week or two.
 
Ok, how are you to use Norton when you cannot open programs? Try running it in safe mode, and running a virus scan or something.

I already run a virus scan and everything was fine. The problem is when I start the computer to desktop, then open anything, it will freezes up or slow response like you are opening 2 programs at a time. But, I am opening 1 thing this time with this reponse.

First I'd suggest using an alternate broswer to IE, like Firefox or Opera.

Run through a few of them (using alternate browser)... They'll probably pick up what Norton has missed (which is usually a lot).

Also try booting up into safe mode (with networking), as Spec said.

How do I boot the computer under safe mode on a XP computer? I never try safe mode on XP.
