Default software that?....

ok say for instance i was to put a video i downloaded of limewire onto a disk and burn it as data or dvd is there a program that can make that compatable with the playstation 2 so i can play it in there?

What? You downloaded a video, right? Check what format it is. I'm not sure if the Playstation 2 detects other formats other than VOB. If it doesn't, then you have to obtain a format converter that converts AVI or whatever file the video is into VOB. Once you've done that, burn it to the DVD. To be safe, test it on your computer just to see if it works in the first place. If it does, it should play fine on your Playstation 2.

Nero 6 Ultra has a utility that converts DivX/AVI to DVD (VOB).

You should just burn the video file, using a program like Nero or Dvd Shrink and burn a regular dvd. The Ps2 should think its a regular dvd and it'll work fine.
