Default Simple question I think.

My 160GB HD is partitioned into two 80's. I have an Acer and drive one is labeled ACER (C evrything I have downloaded/installed has gone onto drive C:....its getting full. Do I just move stuff to DATA(D or will stuff automatically go over there???

You will have to put the "stuff" there yourself.

now some programs like screen savers and stuff are in my "user" Folder, can I still just move that whole folder over there and will they still work?

Nope. You cannot up and move installed programs from one partition to another because of the registry entries. If you want your programs on the other part, your best bet would be to uninstall them from the old partition then reinstall them to the DATA (D) drive.
