Setting up 2 modems

Right now i am with Bell Sypatico in Canada for internet service. I have 2 DSL modems but only one can be setup at a time (therefore i use a wireless router). What i would like to do is set up the second as well so that i can remove the router and 2 PCs and my VOIP telephone will all be connected.

When i plug both modems in now they both just flash and neither connect. Is there a way to make it work?

One modem per phone line, its a physical restriction. If you buy a second phone line, you can use a second modem.

How is this physically restricted? Is there no way aorund this?
