Default securing my computer

Is there any tutorials that tell people how secure limited accounts so they can't access cmd, use Control Userpasswords2, etc. so they can't hack my account and hackers can't through those accounts

I thought just putting a password on your account would do the trick...

They can still change or delete my password with the net user command and i think they can also use regedit
