ya if the monitor only does 65hz, its time for a new one... my dell crt which is about 5 years old does 80hz, so yours must be quite old, but hey look at it this way, use that as an excuse to get a new one

If he has one from 1991 and such, the max display is 640x480 at 65Hz. Higher will make he screen have all sorts of reception loss.
