Default Scheduled Tasks in Windows XP home does not work. Why?

I was messing with scheduled tasks after having a reformated computer. I set the task to work two minutes after I set it up.

I wanted it to start up MS Paint; however, it didn't start up MS Paint.

Instead, nothing happened. I don't know why nothing happened, but I do know that this seems like an odd problem.

Does anyone know of any fix for this? Does anyone know if this is a common problem; Am I doing something wrong?
