saving bandiwth

I read a tutorial on how in your system settings it automaticly is set to hold back 20% bandwith. I wanted to do this but never got around to it. a friend did it and his bandwith speed went up quite a bit so I want to do it but forgot how. I know you go to run,then something and then you set it from 20 to 0. if anyone knows how to do this id appreciate it.
 
This change is rather insignificant. I know exactly what you are talking about. its the QOS scheduler in the TCP/IP settings. Start>Run>ncpa.cpl Right click on your "Local Area Connection" > properties>TCP/IP (Internet Protocall) > Properties> Uncheck QOS then hit apply

QOS - Quality Of Service

Its made so that if you have packet loss, it will try to re send the packet, so that you dont have information loss.
