Yeah, PayPal will do an investigation, and it can take awhile, but they seem to be fair. I bought a copy of Metroid Prime for GameCube from someone who said it was the original game, but when I got it, it was a promotional copy that came bundled with a wireless controller. I filed a complaint and PayPal 'ruled' in my favor. I just had to file another complaint for a movie poster that was claimed original but was in fact a reprint. Just use that link I gave you above to start a 'item significantly not as described' dispute. Like I said, it will take some time - at least two or three weeks, but for this situation, I don't have much doubt that PayPal will refund your money.
