The Same??

I am looking at purchasing a new graphics card, and have narrowed it down to the following 2:
Connect3D ATI Radeon 9250 256MB DDR + DVI + TV-out AGP Retail
Sapphire ATI Radeon 9250 256MB DDR, 8x AGP, DVI, TV Out Retail

Both of the say ATI Radeon 9250 and basically iwas was wandering, what is the difference between them (i'm new to this stuff).

Is ATI the driver and Connect 3D the card maker or what.

In a word, i'm confused as to the difference in the cards and their names and would like some clarification please.

ati is the card maker. the rest is just the model

i always thought the card , pcb , is made by the company before , so like connect 3d then the gpu which is the small lchip on the card that does all the calculating is made by ati ,
so let me just recap , pcb made by connect 3d processing unit made by ati , am i correct ,
