Default Safe Mode Help

Alright then, I've heard that safe mode is the best way to get rid of viruses, spyware etc., but for some reason I have never used, so I have a few questions:
1) How do I access it using Windows ME?
2) What exactly is it?
3) What differences can I expect using it?

Thanks for your help... again...

Crappiest computer on this board, right here:

Windows ME
191mb SD ram
Pentium III 833mhz
8mb Intel 3d Cars (soon to be changed)
40gb harddrive
48x16x48 CDR/W Drive
and some crappy IBM mobo

When you turn on your computer press f8 on your keyboard and you will get boot options and you can choose safe mode.

Only boots up nessacary sofware to run the system so you wont be able to use alot of your applications.
