Default Is This Right

When I used toplay cs source on my old graphics card i use to get 40 fps with a Radeon 98 pro 128mb( it stoped working). So I got a radeon x1950 pro 512mb it a AGP. I still get the same fps for some reason like when I have all detail on high and on low it still has the same frame rate. i run cs in the lcd desplay mode. My systems specs are:

P4 2.8 800Fsb
1 gig of ram 400mhz
psu 430w 30 amps

btw. I thort that i would be getting around 100fps in game am I right. Could it be my psu not powerfull enough to run it to the full specs. or is it the cpu holdinng up the graphics card. Is the graphics card too powerfull for the cpu

your ram and cpu are probly bottlenecking and cant keep up
antec 900, q6600, 4G, 500G, 160G, 9800gtx, 780i, 47in 1080ptv, 5.1 surround sound
