Reusing CPU and Heatsink

Hello.
I am building a computer for my sister using my old processor (and heatsink). My questions are:

There is still some thermal compound on the cpu and on the heatsink, how do I get it off, or do I need to?

Second, do I need to apply new thermal paste?

You can use alcohol, and a soft cloth to get it off, and just put a rice sized drop, on top of the actual processor, and a tiny little bit in the middle of the heatsink, and the bottom, and just press it down..
 
apply the new paste and wiggle from side to side to spread the paste. Wigg le the processor and heatsink, not you lol
 
I take a sock, Nice white new socks and put a little on the sock and wipe it with the heatsink, than take a little more and put on the CPU and wipe it off
 
Awesome! I love this forum, replies are fast, too the point, and really help! Ok, well I'll do what joxley said to get the old stuff off and put some new thermal compound on. Great! Thanks for the help!
 
Meh..anytime..

Remember, only a rice drop size..if you put loads on, it is less effective than a rice drop size..
