Is it a brand name computer with a recovery disk? ....... if it is then the answer is yes
If it is an XP disk then the answer is no, with this exception as far as I know, if the user has all their data stored in the All Users directory, apparently it will be overwritten, Microsoft on the topic
You'll want to follow the instructions listed in the second link that Deathstar posted. It will leave your applications and settings intact, but Windows updates will need to be reapplied.
