Default Redundant Servers...how to

I need to setup a redundant server. Basically a copy of all settings from one machine to the next in case the first one goes down. We use terminal services, and we are running a domain. How do I effectively copy all of this to the redundant server without spending thousands? My server is windows 2003

Should they both be running the same operating system?
