Reboot and select proper boot device

I get the message "reboot and select proper boot device or insert boot media in selected boot device and press a key" when I first turn on my HP computer. After seeing this message I can press the power button again and it boots right up. Why do I see this message on the first attempt to boot?
 
My first thought was you have a disk in the floppy drive, try to change the boot order in the bios see if that helps put floppy last in the boot order. another thought do you have a usb device on that PC?
 
I don't have a floppy drive and the hard drive is set as the first boot in the bios. There is a USB KVM switch. You think the KVM might be the problem?
