Due to the differences between composite video and VGA, I can't help you with the details. I'm not an electrical engineer.

With less than 10 seconds of googling

VGA to TV Converter S-Video & RCA Out Cable Adapter (4 Converter)

or

Amazon.com: Premium VGA to 3 RCA Component Cable M/M, 25 FT / 7.62 M, Black: Electronics

im not sure since i've never used composite cables or VGA for an Xbox, HDMI ftw.

Remember, he is going from composite video to VGA, not VGA to composite, and apparently would like engineer an adapter himself
