Random studder

check the task manager and see which process takes up all the cpu when that happens cause it sounds like something is randomly taking up 100% of the cpu then going back down

Negative.

I check my task manager like a vulture, when this PC idles, there are a mere 13 processes, I NEVER let any processes run if i'm not using them.

besides, even if I had something taking up 100% cpu power, it would only cause everything else to go slow.
my ENTIRE system studders, my sound makes a studder, video studder, EVERYTHING studder. and it's for maybe HALF a second.
