No, the cas latency of the memory is a physical characteristic of the RAM and you cannot change it. Only way to improve it is to buy lower cas latency type which depending on the type you have can be very expensive. If you are going to buy faster memory sticks, buy a large figure like 512 Meg stick or more and don't mix them with the lower ones, cause you will be creating a bottleneck.
