Default RAM issues please help

I just built a new computer and windows is not recognizing all the ram i have. I have 16gb of ram but windows say i have 12 and only 7.98 usable. i am running a gigabyte ga-990xa-ud3 mobo, amd fx-8150 processor,4 x4gb corsair vengence ram, geforce gtx 560 ti video card. I tried switching out all the ram sticks individually and they all work. I also used cpu-z program and it recognizes 16gb of ram but windows doesn't.

which version of windows are you using?
are you sure you are using the right slots?
i know that all newer intel platforms you need to use the slots in specific order.
reed the manual to see what slots to use.

I'm using windows 7 and i'm using all 4 slots with the same type of ram

What version of windows 7? If you're using Home Basic, then you are getting all that you ever will: Memory Limits for Windows Releases
