is there a media player that will play these files?

and what do they stand for. are they illeage, because i have never heard of them before...

well the thing is i found a site that you can download free ringtones from, and then text them to your phone, so i need to be able to do that, but some of them are windws media player and things like that, and others are those 2 files..
