RAM cooling

I don't feel that it's essential, no. And especially not at that price.

I'm running my RAM above stock with no extra cooling. Just make sure you have good airflow inside your case.
 
You usually don't need it, unless you are having problems. You can usually raise the voltage, instead of cooling, though (yes, I know that a higher voltage makes it hotter).
 
I've never had any problems with my ram. I see no reason to cool it. As long as it has a heatspreader on it, you should be fine.
