Radeoen 9600

I got a Radeaon 9600 or w/e APG 4/8. Anyways um the screen has fuzzy marks on it like if the mouse courser is behind it you see a row of this behind it

I updated the drivers i went to ATI website and download calacaylts or w/e drivers. Installed them and all it simply won't go away. This computer is gay and won't allow screen shots.

Its liek on the name of the icon where it is. It always shows on the Bios screen and boot up screen. The mouse problem is fixed now but its still behind all the icons.
