Default question concerning desktop backround

i really cant belive i cannot figure this out...so whenever i choose one of my regular windows backrounds it highlights my icons in the last color the back round was..i cant find where to change this....for example...when i have a all blue back round everything is blue...but when i change it to a picture stretched so it takes the whol screen the icon will stay blue around the text of the icon...i want the text to be there, but i do not want the color behind the text...thanks if anyone can figure this out....

This happens to my friend with his poopy dell, restart the computer and the box around the icon text should go away.

Right click somewhere on your desktop... properties... apperance.. advanced... where it says item scroll down until you see icon. Change the color from then and click apply. Hope it helps.
