Default Question about photo enhancement

Hey is there any software out there (free or paid) that can enhance pictures alot w/o distorting quality like seen in the movies where the guy takes a crappy photo and zooms in and finds and reads a licence plate or something ....just thought id ask

Photoshop seems to be very good with the resizing of photos, and you can get hold of a trial of that, and see if you like it:

Ive tried and its alrite but i want better......anything else dont worry about how much it is

Though it seems to just work with colour enhancement, etc, and not size.

There should be some good programs out there. Simply do a search on Google, and you might find loads.
