Default Proxy/Webfilter

How can i set-up a proxy to block certain websites, I want it so when a user goes to the internet they have to login so that every user has a different web filter, also, i would need to add, edit, and delete users every so often.

more info needed. are you running a server that computers connect to, or is it one computer, or...?

i would set the server up on my laptop so my other computers could connect to it

along those lines, but i want it to be an actual proxy so all the computers can connect to it.
Also when you start the internet you are prompted for a username and password.
Anyone got any ideas?
