Default Program not responding

I've been getting a lot of "Progam not responding" on a lot of my programs. So I'm wondering if it's my OS (Windows 7 64 bit) or my motherboard, CPU, or RAM that might be shot. I have a two year old computer. I'm wondering if I just need to re-install the OS?

I would suggest doing these:
1. Disk Cleanup
2. Defrag your drives
3. Scan for viruses
4. Run CCleaner

Do the above^

How long after your machine being on is it crashing?
How many applications do you have open when it's crashing?
