Am I wrong is thinking RAM is limited by MoBo and OS, not the processor?

The processor does have a certain range of memory it can address. Here it can address up to 32 gigs.

How much memory YOU can use will also depend on the motherboard and the OS.

Yes 32bit processors can handle up to 4gb of ram and 64bit processors can handle more like to 32gb, That's why when building a rig and you are gaming you get a 64bit processor and a 64bit version of windows..
