Default Processor or Mother Board

When I boot my computer up the splash screen for the mother board comes up but nothing else happens. I've gone through all the stick sof ram, Nic Card, VC, etc and the same thing keeps happening. Is it safe to assume the processor has gone kaput?

I think it may have to do with the OS boot loader. Have you tried reformatting? Wait! Is it POSTing at all?

Yes, tried the sticks in different slots.

No, not posting at all. The Asus MoBo splash screen comes up and that's it. It'll sit there until they turn the power off for non-payment if I let it.
