Default Processor Aid

Which is better, this AMD option, or its Intel counterpart?

After answering that, would you recommend this processor for a budget system?

Any of those will be fine for a budget system. BUt if you're going to spend close to $200 for that Intel, you might as well get this:

AMD Athlon 64 3500+ Venice 1GHz HT 512KB L2 Cache Socket 939 Processor - Retail

Intel Pentium 4 640 Prescott 800MHz FSB 2MB L2 Cache LGA 775 EM64T Processor - Retail

I believe these are much better CPUs to get for roughly $200ish.
